Building Regulations Conformity

The introduction of the 2006 amendments to the Building Regulations Approved Document L (England & Wales) adds a new dimension to the refurbishment of a roof problem.  Principal amongst these is the requirement to thermally upgrade the existing roof to meet new building standards if more than 25% of the roof area is to be refurbished.

The regulations were changed to implement the
EU Energy Performance of Buildings Directive (EPBD), which aims to reduce energy use in buildings by 20% compared to the 2002 regulations.  The EPBD in turn is driven by the EU commitment to Kyoto Protocol.

With 99% of the built environment being made up of existing buildings significant carbon emission reductions can only be achieved by upgrading existing building stock, the benefit to the building owner/operator will be reduction in the energy costs associated with heating and cooling bills.


Can You Avoid The Extra Expense?

There are some
exemptions, unheated parts of the buildings, some listed buildings, or where the payback period (cost of insulation versus savings made) exceeds15 years to achieve.  Ultimately Local Authority Building Control (LABC) are required to make a judgement on what will be required, Sarnafil therefore advise that LABC are consulted early in the financial planning of the project as the potential financial consequences for non compliance could be significant.
